PRIORITIES FOR 2013
ASA's top priorities for 2013 include the 2012 Farm Bill,
reinstatement of the biodiesel tax incentive, trade expansion, FY-2013
budget and appropriations, and transportation and infrastructure. By developing and
advocating soybean farmer top policy priorities, ASA
continues its rich tradition of working in the best interest of U.S. soybean

LEGISLATION IN 2013
ASA supports long-term farm legislation to
provide certainty to soybean producers and others who depend on programs and
policies included in the omnibus farm bill.

BIODIESEL
ASA supports extension of the biodiesel tax
incentive beyond 2013, continued implementation of the RFS2 program, and
re-authorization of mandatory funding for the Biodiesel Fuel Education
program.

FISCAL YEAR 2014 SOYBEAN
APPROPRIATIONS
For FY-2014 appropriations, ASA supports:
$298 million for the Agricultural and Food Research Initiative (AFRI);
full funding for USDA working lands conservation programs;
and not less than $1.65 billion to fund international food assistance
programs.

BIOTECH APPROVALS
ASA
supports legislation requiring the Secretary of Agriculture to allow the
production and marketing of crops with traits that have been deregulated by
APHIS pending resolution of court decisions that otherwise would impede

REGULATORY ISSUES ASA
supports maintaining science-based processes for consideration of pesticide
and environmental issues by EPA. Existing statutes including FIFRA must be
followed and consultation with production agriculture stakeholders must be
included in policymaking.

ASA has been closely monitoring issues
surrounding pollinators and pesticide use amid concerns about unexplained
deaths of honeybee populations.

ASA strongly supports all U.S. food aid
programs, and uses of food in development and emergency assistance to
developing nations. ASA opposes replacing U.S. food aid with cash donations.

marine aquaculture policies that will lead to development of a domestic
offshore aquaculture industry.

the Water Resources Development Act (WRDA) that funds and streamlines the
maintenance and construction of waterways infrastructure, including locks

a comprehensive trade agreement between the U.S. and the EU that addresses
biotechnology issues and the restrictions on imports of U.S. biodiesel and
biodiesel feedstock’s resulting from implementation of the EU’s Renewable
Energy Directive (RED).

Each year, the American Soybean Association
brings together Members of Congress, their staff, government officials and
farmer leaders at a luncheon featuring a wide variety of tasty soyfoods and

EU RENEWABLE ENERGY
DIRECTIVE ASA supports
negotiation of a bilateral agreement between the EU and U.S. that would
establish an aggregate approach for certifying U.S. compliance with the
sustainable land use requirements of the Renewable Energy Directive.
